Time Traveler Caught on Picture in 1940s

Before I posted this, I read through the source content and I could not really agree or disagree with the fact that this is a time traveler caught on a picture dated in 1940s. The fact that this person looks out of sync with the rest, has a nice goggle type of sunglasses, holding on to a compact camera, wearing a supposed T-shirt with sweater (in 1940s). If this is a photoshopped picture, it is quite well done (I am no expert here).

As mentioned, I read from the source and it has every reason that this guy is NOT a Time Traveler. Based on their findings, the picture was not tampered with, the “T-shirt” could be a sweater with emblem sthat could be found in the 1940s. The goggle could be just any welding goggle and the “compact” camera could be some ancient folding camera around that year. Here is a close up of this guy.

When I looked at this picture, and trace on the source, it states that the picture was in the “Reopening of the South Fork Bridge after flood in Nov. 1940. 1941 (?)”

My question is that since camera should NOT be so popular during that time, why would a person who DO NOT look like a journalist, photographer at that time, to be holding on to a camera and standing among the crowd. He should be in the front or at least at the angle where this picture is taken.

Even the lady on his right seems a little curious about him. What do you think?
