So, is the Mango update WP 7.1 or WP 7.5? I guess developers who had downloaded the developer toolkit sees a different Mango version as announced.

Today’s WPDT release bills itself as 7.1 beta, but when you actually install everything, and load up the Mango emulator, the software clearly identifies itself as Windows Phone OS 7.5.
But I guess it does not matter if it is 7.1 or 7.5. As long as all the features are there, it will be awesome (self-hypothesizing) .
