After checking through the iPad plans from M1 and Singtel and reading through their FAQs, I made a table on their price plan. While making it, I find that they are not very direct in their price plans and you will need to read their FAQs carefully.

So, which is better? M1 seems cheaper than Singtel with good upload speed. But Singtel seems better if you are existing customers or want a modem as bundle. In M1 FAQ, current customers with 7.2 Mpbs contract cannot switch to M1 iPad plan. I guess I have to change the chart once Starhub is ready to announce (which I suspect is round the corner 🙂 ).
