I think HTC One is one of the most well-built Android phones around. I am sure many would agree. Now, HTC definitely knows about the good review and I am suspecting that they are following the footsteps of Samsung by releasing a mini version of the HTC One that is stripped of all the high-end specs (and hence becomes affordable for more people), provided that these pictures are real.
According to the source, it will have a reduced specs (as expected).

- 4-megapixel UltraPixel camera
- Android 4.2 Jelly Bean with HTC’s Sense 5
Did not mention if there is external SD card slot or not (like the HTC One in China).
